This Policy shall define the position, rank, and primary duties of the Quartermaster for Harris County Emergency Services District No. 48 ("HCESD No. 48" or the "District").

36.02 Position Description:

Title:

Quartermaster, Paid, Non-Exempt. Part-Time, At-Will Employee.

Report To:

Division Chief of Logistics.

Positions Supervised:

Assistant Quartermasters, Paid or Volunteer.

Compensation:

Compensated per the HCESD No. 48 Employee Handbook and the HCESD No. 48 Commissioners.

36.03 Selection:

Candidates applying for the position of Quartermaster with the District shall apply utilizing the HCESD No. 48 application packet. The Division Chief of Logistics and Assistant Chief of Administration will invite candidates, who have successfully completed his/her application packet, for an oral interview. The candidate must take and pass a drug and alcohol test with the local medical contractor, in addition to a background check, after which the candidate will be eligible to be a Member of the Quartermaster Team.

36.04 Term:

The Quartermaster of HCESD No. 48 will serve at the discretion of the Division Chief of Logistics, Fire Chief, and the HCESD No. 48 Commissioners as outlined in the HCESD No. 48 Employee Handbook.

36.05 Duties:

A Quartermaster with the District shall:

Provide leadership, team involvement, vision, and management to the area of Quartermaster.

Serve as primary contact with outside vendors to facilitate and maintain the necessary equipment and Personal Protective Equipment ("PPE") in the Quartermaster area.
To coordinate and supervise outside testing services as assigned.
Responsible for maintaining accurate and up to date records for gear and equipment, along with necessary computer-related
To maintain accountability for District inventory, including gear, equipment, and
To assist in the development of budget submissions as requested .
Perform all duties as assigned by the Division Chief of Logistics.
Become familiar with all matters contained in the Rules of the District, including all of the District Policies. Become familiar with Texas Commission on Fire Protection ("TCFP") requirement for PPE.
Maintain his/her physical and mental health so that he/she may perform the duties assigned to him/her.
Become familiar will all State of Texas and National Fire Protection Association ("NFPA") standards that pertain to
Possess knowledge of:
1. Firefighting PPE.
2. Firefighting tools and
3. Microsoft Word, Excel, and Powerpoint

36.06 Requirements:

Minimum three (3) years of firefighting, career or
Successfully pass the pre-employment drug and alcohol
Successfully pass the pre-employment background
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with Members, Employees, Volunteers, and the
Ability to function within a team
Ability to safety lift and move up to fifty (50) pounds.
Access to a personal

36.07 Work Location and Conditions:

The majority of the Quartermaster duties will be conducted in the Quartermaster area of the Fleet Maintenance building. Outside duties may be performed on an as needed basis during annual inspections and cleanings.

36.08 Physical Requirements:
